Version: 2026-10-19. These terms govern use of e-turan.org. The operator is the individual UMANI HƏCƏR EMİN QIZI, Bakı, Azərbaycan; telephone +994503411716. Contact: https://e-turan.org/en/contact/. Incoming mail for the intended address [email protected] is not yet connected; use the telephone or contact form for now.

1. Platform purpose
E-TURAN provides tools for scientific submissions and editorial workflows, conferences, membership, news and electronic-document verification. A particular service is offered under its published information and rules. An account or organization name on this website does not establish government recognition, scientific indexing or accreditation.

2. Accounts and accuracy
Verify your account email, provide accurate information and do not share your password. Act for another person only with lawful authority. Notify the operator about security problems or suspected unauthorized access. News subscription is separate and optional. If you do not meet a service's age or legal-capacity requirements, contact the operator through an authorized representative; do not upload identification through an open form.

3. Scientific material and authorship
Submission does not mean acceptance for publication. The submitter is responsible for author and co-author permissions, accuracy, references, usage rights and conflict-of-interest disclosures. Published journal, peer-review and copyright policies also apply. Technical and originality checks do not replace an editorial decision.

4. Rights and the publication archive
Copyright is not automatically transferred to the operator. Necessary storage, access, peer review and agreed publication are governed by the rules selected on submission. Public file access is not a blanket licence for unrestricted commercial use. Corrections and retractions are recorded while preserving scientific archive integrity; closing an account does not automatically erase every publication record.

5. Events, membership and documents
Event registration, a membership application or a document request does not guarantee approval. Deadlines, participation categories, programmes and requirements are published for the particular service. A QR code checks the document's status in this system only; it does not itself establish government qualifications, accreditation or third-party recognition. Do not present a revoked document as valid.

6. Charges and prohibited conduct
These terms alone do not create a payment obligation. For a paid service, the amount, counterparty and cancellation terms must be disclosed separately before an order. False authorship, plagiarism, malicious files, unauthorized access, password guessing, unlawful data collection and disruption are prohibited. The operator may restrict access to protect the service and record the decision in the audit log.

7. Privacy, availability and responsibility
Data processing is explained in the separate Privacy policy. External links and video services also have their own rules. Uninterrupted availability and accuracy of all external information are not guaranteed; this does not exclude mandatory rights or liability under applicable law. Report problems, copyright matters, corrections or complaints to the operator.

8. Changes and disputes
New versions are published with a date and apply to future use; rights under an earlier specific agreement are not changed retrospectively without a basis. Where separate new consent is necessary, it must be requested separately. First use the stated contact channels to seek a resolution; your right to approach a competent authority or court under applicable law remains unaffected.
